A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
QUALIFICATIONS (RFQ) NO. 19-20-020, ROLLING OAKS
CONSTRUCTION MANAGER AT RISK (CMAR), TO KAUFMAN
LYNN CONSTRUCTION; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE A CONTRACT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 2014, the City of Miami Gardens ("City") residents approved
a General Obligation Bond in the amount of sixty million dollars ($60,000,000) for the
construction of and improvements to the City's parks and related facilities.
WHEREAS, On July 16, 2020, City Staff issued Request for Qualifications (RFQ)
No. 19-20-020, Rolling Oaks Construction Manager at Risk (CMAR,) via Bidsync, and
proposals were received from eight (8) firms and were publicly read: Critical Path
Construction Services, Inc, Delant Construction, Gulf Building, LLC, Kaufman Lynn
Construction, Magnum Construction Management, LLC, Asset Builders, LLC, Persons
Services Corp, and Pirtle Construction Company, and
WHEREAS, on September 8, 2020, a Selection Committee meeting was held
and the Selection Committee determined that all eight (8) proposers were responsive
and responsible to the requirements of the RFQ and shortlisted four (4) firms that were
invited to make oral presentations before the Committee: Gulf Building, LLC, Kaufman
Lynn Construction, Asset Builders, LLC and Pirtle Construction Company, and
WHEREAS, on September 22, 2020, the Selection Committee heard
presentations and scored and ranked the four (4) firms, and
WHEREAS, City Staff recommends that the City Council reviews presentations,
by the top ranked firms for Request for Qualifications (RFQ) No. 19-20-020 Rolling
Oaks Construction Manager at Risk (CMAR), and ratify the ranking/evaluation or re-
rank/reorder the list and authorize the City Manager to proceed with negotiations with
the awardee and execute contracts,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request For Qualifications (RFQ) NO. 19-20-020, Rolling Oaks
Construction Manager At Risk (CMAR), to Kaufman Lynn Construction and authorizes
the City Manager to negotiate and execute a contract for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
