A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING (RFP) NUMBER 19-
20-016, AGENT OF RECORD INSURANCE BROKER,
HALIFAX-ACENTRIA PUBLIC RISK (A DIVISION OF
FOUNDATION RISK PARTNERS); AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT
FOR THIS PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on March 18, 2020, the City of Miami Gardens advertised Request
For Proposal (RFP) Number 19-20-016, Agent of Record Insurance Broker via Bidsync
platform, and
WHEREAS, the RFP closed on June 17, 2020 and five (5) proposals were
received and publicly read, and
WHEREAS, the firms that responded are Gehring Group, Inc., HalifaxEAcentria
Public Risk (a division of Foundation Risk Partners), LaRocca and Associates Inc.,
Public Risk Insurance Providers (PRIA), and World Risk Management (FFIB), and
WHEREAS, the RFP requested firms to be licensed qualified Agent of
Record/Insurance Broker/s for the implementation and administration of the City's
Property and Casualty Insurance and Vehicle Insurance, and
WHEREAS, an Evaluation Committee meeting was held on September 16, 2020.
Gehring Group, Inc., Halifax Acentria Public Risk (a division of Foundation Risk
Partners), LaRocca and Associates Inc., Public Risk Insurance Providers (PRIA), World
Risk Management (FFIB), was deemed responsive and responsible to the requirements
of the RFP, and
WHEREAS, after evaluation and scoring, the Evaluation Committee ranked
Public Risk Insurance Providers (PRIA), as the first-ranked firm, and
WHEREAS, the top two firms will make oral presentations to the City Council.
The presentation are to demonstrate experience, ability, and understanding of the
project,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AWARD OF BID. The City Council hereby awards a bid to
Halifax Acentria Public Risk for Agent of Record/Insurance Broker and further
authorizes the City Manager to negotiate an agreement for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS SPECIAL VIRTUAL MEETING HELD ON-SEPTEMBER 28, 2020.
