HomeMy WebLinkAbout2020-102-3500 - Proposed Millage Rate FY 2020-2021 RESOLUTION NO. 2020-102-3500 A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA, ADOPTING A PROPOSED MILLAGE RATE AT A PUBLIC HEARING TO BE LEVIED FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2020, THROUGH SEPTEMBER 30, 2021 FOR OPERATING PURPOSES; ESTABLISHING THE ROLLBACK RATE; ESTABLISHING THE DEBT MILLAGE RATE APPROVED BY THE ELECTORATE; SETTING A DATE AND TIME FOR A FINAL PUBLIC HEARING TO ADOPT THE FINAL MILLAGE RATE; PROVIDING FOR DIRECTIONS TO THE CITY CLERK; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on July 22, 2020, the City Council adopted Resolution No. 2020- 095-3493 determining a "not to exceed" Operating Millage Rate and a Debt Millage Rate for the fiscal year commencing October 1 , 2020 ("Fiscal Year 2020-2021"), and scheduling the public hearings required by Section 200.065 of the Florida Statutes to be held on September 8, 2020 at 6:00 p.m., and September 23, 2020, at 6:00 p.m. and WHEREAS, the City Manager has recommended an annual budget for Fiscal Year 2020-2021 commencing October 1, 2020, and WHEREAS, the public and all interested parties have had the opportunity to address their comments to the City Council and the City Council has considered the comments of the public regarding the millage rate, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2. COMPUTATION OF THE ROLLBACK RATE: The roll-back rate for FY 2020-2021 is 6.4174 mills. Section 3. ADOPTION OF PROPOSED MILLAGE RATE: The City Council hereby adopts and establishes the proposed Operating Millage Rate for the City of Miami Gardens for FY 2020-2021 at 6.9363 mills, which is $6.9363 per $1,000.00 of taxable property value within the City of Miami Gardens, Florida. The percent increase of this millage rate over the roll-back rate is 8.09%. Section 4. ADOPTION OF VOTED MILLAGE RATE: The City Council hereby adopts and establishes the Voted Millage Rate for the City of Miami Gardens for FY 2020-2021 at 0.7803 mill, which is $0.7803 per $1 ,000 of taxable value within the City of Miami Gardens, Florida. Section 5. The City's aggregate millage rate is 7.7166 (a combined total Millage of 6.9363 Mills for operating and 0.7803 Mills for debt service). Section 6. ESTABLISHMENT OF DATE, TIME AND PLACE OF PUBLIC HEARING: The date, time and place of the public hearing to adopt a final millage rate and budget for Fiscal Year 2020-2021 is hereby set by the City Council as follows: Date Time Place Second Budget Hearing: _September 23, 2020 6:00 p.m. Virtual Zoom Meeting / City Hall/City of Miami Gardens 18605 NW 27 Ave Miami Gardens, FL 33056 Designated Public Comment Area - A computer will be available at the City of Miami Gardens City Council Chambers located at 18605 NW 27th Avenue, Miami Gardens, Florida 33056, for those not able to provide public comment via Zoom. Social distancing requirements will be followed. Section 7: DIRECTIONS TO THE CITY CLERK: The City Clerk is directed to advertise said public hearing as required by law and to certify copies of this resolution to the Property Appraiser, Tax Collector and the Miami-Dade County Board of County Commissioners. Section 6. EFFECTIVE DATE: This resolution shall be effective immediately upon its adoption.
